This is an urgent advisory notice from concerned citizens of Oregon and Washington about an upcoming U.S. Joint Forces Command emergency management exercise known as NOBLE RESOLVE 07-2 that will simulate terrorism or disaster scenarios in the Lower Columbia River Basin between Aug. 20th and Aug 24th, 2007.
NOBLE RESOLVE 07-2 was designed and will be directed by U.S. Joint Forces Command (USJFCOM) and the Department of Homeland Security. We are aware of no public notice concerning this exercise, but preliminary investigation has revealed that Oregon National Guard officials and federal officials will conduct the drill. Details from official sources are minimal.
This advisory is to document our concerns, raise public awareness and urge citizen action based on the following facts:
1. NOBLE RESOLVE is a computer-based simulation of a large-scale emergency situation (e.g. earthquake, hurricane, tsunami, or terrorist attack with nuclear weapon) in order to train for managing all aspects of the emergency response through comprehensive software.
2. Military exercises such as NOBLE RESOLVE 07-2 have a recent history of coinciding with lethal “live” events. This occurred on 9/11/01 when five or more major military or security exercises were in progress on the very day of the actual attacks. The same phenomenon occurred with the London Bombings of 7/7/05 during which a drill concerning multiple bomb attacks was being staged on that day.
3. Vice President Cheney, Homeland Security Director Micheal Chertoff and former Senator Rick Santorum have all warned of a new 9/11 attack this summer, but are giving no evidence in support. Chertoff based his prediction on a “gut feeling”.
4. The May 2007 Presidential Directive NSPD 51 (HSPD 20) addressing “continuity of government” in the event of a massive emergency, includes secret "annexes" which are pertinent additional documents. Some US Congressional Committee on Homeland Security members such as Rep. Peter DeFazio have written to formally request permission to review these secret "annexes" and have twice been denied access by the White House.
5. This particular exercise, NOBLE RESOLVE 07-2, includes one scenario involving an unaccounted for, "loose," ten kiloton nuclear weapon, exactly as Vice President Cheney hinted in recent interviews. Department of Homeland Security chief Michael Chertoff claims he fears the same.
6. The plummeting support for the GOP has triggered comments from its members and analyses of its current political strategy that point to a new 9/11 attack as a contributing factor to GOP political salvation. Moreover, it appears that legends or back stories are being disseminated to support just such an event.
Transparency concerning NOBLE RESOLVE 07-2 is vital for the public safety of everyone in the Lower Columbia River Basin. We call on the planners, directors and participants in NOBLE RESOLVE 07-2 to be vigilant and to maintain transparency with respect to these military exercises. We also urge citizens and our elected officials to monitor the activities of participants connected with the exercises and alert authorities to any suspicious behavior. These exercises have an established pattern of becoming “live” events. (Please read references below.) We recommend that officials of the Ports of Astoria, Longview, Vancouver and Portland on the Lower Columbia River take extra care in their monitoring and examination of all shipping on the Lower Columbia River while NOBLE RESOLVE 07-2 is in progress. Finally, we urge all concerned to voice that concern in letters and calls to elected officials and civil servants requesting full transparency and citizen oversight.

Dates for Noble Resolve 07-2?
How sure are we of the dates for Noble Resolve 07-2? I've looked all over and haven't been able to find a date from an official source (unlike Part 1 of the exercise in April, Noble Resolve 07-1, which was more widely publicized.) Note that August 23, 2007 comes 777 days after the 7/7/"7" London bombings of 2005 (2+5=7).

THIS ISSUE: I’m interrupting Veritas Vampirus’ attentions to the
ongoing *Mike Gravel For Prez*, *Rob Kall for Janitor*, and
*Rhetoric for Fun, Profit, and a Nervous Breakdown* series after
receiving a request from Andy Wintermute to help out with a rapidly
growing alliance of Portland citizens to prevent a VERY disturbing
False Flag Terror event about to occur. After checking with several
night-owl Oregon readers, this is indeed an extremely valid issue.
Therefore, no bells, whistles, and quotes this time around, in
order that I can get this out *quickly* and we can perhaps
influence the course of events.
My apologies if there’s a mistake or two, or if felicity has been
somewhat scamped, but it’s 2:00 A.M., and I’m burning the midnight

Operation NorthPortWoods is About to Occur

Though many wouldn’t credit it, up to my mid-20s, I was thoroughly
and determinedly apolitical...*thoroughly*...save for a few
bullshit student protests against the VietNam War in high school.
All I was concerned with was the arts. What inducted me into what
is now an abiding fervor was the enticement of conspiracy research
that one of my bestest buddies got me into. In reading various
conservo tomes he handed over, filled with overmuch Christer drivel
but also intriguing facts that suddenly put textbook History
horsepuckey into perspective, I saw that this line of inquiry began
to reveal the true workings of the world. Okay, interesting, but
why would *that* promote a sudden political passion?
Because, following a number of years in the work sphere (lo-wage
sweat shops, book stores, food stands, etc.), I understood where
capitalism and its status quo system was designed to keep people
like me - who were not victims of fortune, not born into wealth -
from ever achieving the life we innocently dreamed the American Way
was supposed to facilitate. One thing led to another and, always
being a supporter of underdogs and victims, I became convicted that
if ever a society in which it would be safe to create art as a
lifelong pursuit was going to arise, it’d first have to proceed
from a socialized political process radically different from the
one I was in. Why in Hell I thought I might be able to contribute
significantly to that, then or now - especially now that I
understand the staggering enormity of the problem - I have no clue,
but thank Bog I never questioned that conviction until recently,
else I’d never have gotten into this agitprop gig.
Fast forward 30 years and I’ve been fairly successful informing
people about various aspects of the capitalist menace, expanded my
world view, considered utopian systems, and dwelt at length on my,
and our, social dilemmas. Since September 11, 2001, d’ya know
what’s been a very, very, VERY serious concern? This:
What’s going to be the next 9/11 Hoax???
I’ve excellent reason for this alarm, as I live in the exurbs of
Los Angeles, worked in the aerospace industry for 25 years, and am
quite knowledgeable that the post-9/11 event in the New Operation
Northwoods is going to have to be even more spectacular than the
previous NYC trickstering if it’s to obtain the desired end (a
complete police state). To that, then, what better calamity than a
strike on any of the many weapons factories out here? It’d destroy
a dimension of our defense capabilities, take out quite a
significant mass of people, and invoke outrage. If it were nuclear,
well.......
On the other hand, there are a hell of a lot of rich people all
around me, not to mention
DARPA, FBI, and CIA agents, federal buildings, and so on...so maybe
it wouldn’t eventuate in this area but perhaps downtown, where a
repeat of the Twin Towers controlled demolition could
occur...except that would be nowhere near as spectacular as NYC’s.
The skyscrapers in L.A. are not all that impressive. It *could* be
done but...would it be sufficient to invoke a truly overwhelming
public response? Maybe.
Or maybe there’s a better target. How about if the new deception
were to wipe out one of the coolest and friendliest metropolis in
the country, especially one not involved in the defense industry
but sufficiently balanced between the West Coast’s symbol of the
agrarian heartland and modernization, a comfortable place that
typifies the best of America in just about every way, a city a lot
like..........Portland, Oregon.
Well, Portlanders are growing nervous that the government’s
announcement of a new war games/disaster simulation - Operation
Noble Resolve (boy, they *really* know how to play up qualities
they don’t possess, don’t they?), to be staged in the lower
Columbia River - may just be the next False Flag Terrorism event
designed to follow up the 9/11 Hoax of 2001 and usher in the police
State our government - ALL our government, Dems and Repubs alike -
has been carefully establishing the groundwork for. Portland has
good reason for worry, as this military show of might and control
isn’t a rumor or an exaggerated response to otherwise merely

imminent potential disaster.
As you’ll see when you visit these informations, the game is the
first-ever such continental exercise and is being staged not just
to ploy a nuclear event but also the subsequent installation of a
comprehensive police action. If Portlanders see fearful parallels
between this and the last most infamous war game (on 9/11), then
they’ve abundant reason. The scenario IS spooky and even
Congressman Peter DeFazio has been moved to comment “Maybe the
people who think there's a conspiracy out there are right”
(7/20/07).
DeFazio was at first dismissive of the concerns of his
constituents, who then persisted in their complaints, so that he
was obliged to ask the government for copies of, and further
informations on, its plans, which it said it would happily
supply...and then banned him from reading - well, it was the usual
refusal of request after granting it, but would anyone quibble that
such wasn’t indeed a ban? To that, Captain Eric H. May - leader of
Ghost Troop, a cyber intelligence unit comprised of military,
police, government veterans, and citizen activists -has added his
own quite formidable sentiments, echoing DeFazio’s newborn concern,
saying “there's no shame in conspiracy theory, since it's the only
theory that offers consistent, coherent answers to our growing
secret government and its terror policies”.
Obviously, this is no small inattention on the Fed’s part in a long
series of moves designed to frustrate potential citizen
interferences in fell government designs. I can only add: why would
a government that’s itself running low-level informations on their
work, probably to later act as shields against accusations of
*thoroughly* devious designs, suddenly reverse a revelation of the
design itself to a Congressman? Is this a beacon of forthrightness
and innocence or a disturbingly arch move?
I’m issuing this “sudden issue” of Veritas Vampirus to encourage
people to rattle their hometown representatives’ cages an demand an
IMMEDIATE ban on this exercise scheduled for between August 20 and
24. Then hook into the Portlanders’ actions and add weight there.
ACT NOW before it’s too late. No matter what, loud and vigorous
protestation can’t hurt, fair weather or foul, and, with this
administration, no possible hint of over-reaction could be
considered as unwise or anything but advisable. We need to demand a
*complete* ban on all such activity anywhere...unless...unless...
...well, unless, they conduct it in Crawford, Texas.

Don’t you think those 2 people would want to be in town to see how their own city would react in this drill? Makes you think something is up.
